Is This Role for You?
Reporting to the Director of Security, Terminal and Airline Operations. The Manager, Emergency Planning & Security is responsible for emergency planning activities, ensuring dedicated accountability so that preparedness, response, and recovery efforts are effectively coordinated and executed. This position is accountable for promoting awareness and assisting business units in the application of all applicable emergency management and security policies, legislation and regulations. The manager is accountable for the development of emergency management and security programs, with a focus on safety and security.

Readiness and delivery play a vital role within the organization, offering operational insights and facilitating integrated coordination during all stages of the passenger journey, ensuring operational business continuity of the airport by managing impacts and mitigating risks associated with planned disruptions. This position plays a crucial role as a collaborator within the organization, working alongside business unit leaders to foster a positive environment for employees, and drive growth strategies that align with the corporate culture.

You might be wondering what you can expect in a typical day at work. Every day will bring new opportunities, focusing on key responsibilities, including:
• Create and manage a strong team of team members, including determination of optimal numbers, recruitment, retention, and development.
• Engage the airport community at all levels to embed emergency management and resilience awareness into everyday operations and continue to build organizational resilience
• Lead the development of procedures and initiatives that are compliant with legislation and regulations (pertaining to emergency management and security).
• Develop and deliver training, policies and programs in emergency management and business continuity planning to airport employees on how to prepare for, respond to, and recover from emergencies or contingency situations. Developing, planning, executing and evaluating drills and exercises for Emergency Response Plans and Business Continuity Plans
• Liaising with internal and external agencies as required with respect to levels of escalation due to internal or external emergency incidents. Engage the airport community at all levels to embed emergency management and resilience awareness into everyday operations and continue to build organizational resilience
• Ensure emergency management compliance by evaluating and maintaining regulatory documentation such as the Airport Security Plan, Emergency Response Plan, Evacuation Plan, Pandemic Plan, Emergency Response Plan & Business Continuity Plan, department-specific Business Continuity Plan procedures, the Corporate Business Continuity Plan and evaluating Emergency Operations Center activation issues and ensuring corrective and preventative actions are designed for continuous enhancement

• Lead Emergency Management reporting systems, and ensure appropriate communications, reports and opportunities for improvement are reviewed with senior management. Including building Standard Operating Procedures, Work Instructions or Quick Reference Guides
• Lead, organize and carry out annual tabletop and full-scale emergency exercises as per Canadian Aviation Regulation and Canadian Aviation Security Regulations. This role will also actively be involved in the community; building relationships to prepare for other emergency situations and scenarios.
• Regularly review and incorporate any new and emerging trends in emergency management, business continuity and overall response and recovery in the Emergency Management training and exercise program
• Lead debriefs and after-action reviews following an emergency event and organize, review and evaluate training to ensure feedback and learnings are captured into a continual improvement program
• Manage the Emergency Operation Center and back up Emergency Operation Center locations (ensuring they are functional and equipped with the required equipment, supplies, contact lists and manuals)
• Accountability for the Airport’s emergency response plan and associated procedures.
• Create a vision for a positive safety culture and participate in strategic planning of initiatives required to deliver an outcome which meets the company's needs and vision
• Ensure all airports operated by Edmonton Airports are in full compliance with Transport Canada security regulations, including ensuring all airport security plans and systems are operating at the highest quality.
• Manage the Security Awareness program for Edmonton International Airport to ensure that the traveling public has a high level of confidence in the security program and feel safe and secure.
• Develop and implement Corporate Security plan to ensure Edmonton Airports assets are protected and secure, including ensuring all capital projects are in compliance with Edmonton Airport security policies.
• Coordinating responses to emergencies, planning and preparing contingency operations, ensuring up-to-date documentation and procedures, and participating in operational on-call periods as scheduled are also important responsibilities.

Special Requirements

You Have:
• Recognized University Degree in Business Administration or in a related area.
• Progressive 5+ years experience in business management in the field of security, policing, emergency planning or equivalent, in a large organization.
• 3+ years at a managerial level demonstrating analytical, problem-solving, and decision-making skills
• Excellent communication and influencing skills with the ability to inspire and successfully lead a team of direct reports.
• Ability to establish and maintain collaborative relations and build trust with key stakeholders

• Well-developed analytical and problem-solving skills and the ability to exercise sound judgement and make decisions based on accurate and timely analyses.
• Strong interpersonal skills with the ability to communicate effectively across all levels of the organization.
• Ability to work independently under minimal supervision.
• Strong knowledge of relative provincial and federal legislation, acts and codes governing airport operations, emergency response planning, and safety standards
• Leading edge knowledge of emergency management and security best practices
• Comfortable with fast-paced environment, able to methodically work through complex problems, set priorities and execute on commitments
